Project VOLAR, an aspect of the Modern Volunteer Army program (MVA), was a field experiment conducted during FY Its primary purpose was to introduce two. kinds of innovative actions at selected Army installations: (a) actions directed toward. making the Army a more satisfactory place in which 'to work by. fostering profession-. Between and , as commanding general of the Army Training Center at Fort Ord, California, he oversaw extensive experimentation in adapting basic and advanced individual training under Project VOLAR in preparation for the end of conscription and the institution of the modern volunteer Army.
The Staff Ride Team also provides information and guidance to US Army organizations on how to conduct staff rides for the purpose of educating leaders. The Staff Ride is a historical study of a campaign or battle that envisions a systematic preliminary study, an extensive visit to campaign sites, and an opportunity to integrate lessons derived. Westmoreland was replaced by Abrams, who, after Vietnam, designed the Modern Volunteer Army. One of the things Abrams did was reduce the active duty army, while maintaining a larger military reserve and National Guard units. An idea behind this wasn't just to save money, but to avoid another quagmire like Vietnam.
